Stats:
After determining career(s) and rank, generate the governor as a character with maximum points according to rank.
Step 2: Motivation and Goals
Roll 2D6 once – or multiple times – and consult the following table:
| 2D6 | Motivation |
| 2 | Bloodthirsty: The governor seeks opportunities to personnally shed blood and kill – leading from the front, duels, hunts, exectution, serial murders. |
| 3 | Unstable: The governor is unpredictable – mood swings and convitions, plans, and ideas change day to day or minute to minute. |
| 4 | Genocidal: The governor is devoted to eradicating one or more (or all) alien races or parts of their own population – holy war on the mutant, the witch, or the alien, against colonial immigration waves, neighbouring planets. |
| 5 | Expansionist: The governor wants to expand their own area of control, using diplomatic, economic, and military means – a sponsor of expeditions and annexations, cartels and colonial ventures. |
| 6 | Devoted: The governor wants to serve the Imperium to the very best of their abilities – the wishes of Imperial organisations and the governor’s own readings of the Imperial Tarot are binding orders to them. |
| 7 | Conformist: The governor does what is required of them – paying their tithe according to grade is their one priority. |
| 8 | Opportunist: The governor does what they can get away with at the time – war upon the weak, a service for a greater service, doing nothing where nothing is to be gained. |
| 9 | Hedonist: The governor puts their own luxury first – the best is not good enough. |
| 10 | Dynastic: The governor is concerned with the continuation of the bloodline – family and heritage are primary, the succession has to be secure. |
| 11 | Obsessed: The governor is a passionate collector – wine or weapons, beasts or books, art or artefacts, whatever it is, a new addition to the collection is worth more to them than the lifes of their subjects or years of their world’s industrial output. |
| 12 | Anagathic: The governor does not want to die – they are willing to go to any lengths to prolong their life. |
Step 3: Allies and Enemies
Roll D6 times each for allies and enemies:
| D6 | Ally/ Enemy |
| 1 | Competing bloodline with claim to the governorship |
| 2 | Local power group – guild, planetary defense force, local branch of a larger organisationen, criminal syndicate |
| 3 | Imperial administration or organisation – Administratum or one of its departments, Navis Nobilite house, merchant fleet, Adeptus Mechanicus, Ecclesiarchy |
| 4 | Imperial military – Imperial Guard, Imperial Navy, one or more Space Marine chapters, Adeptus Arbites |
| 5 | Other world – a world within the same solar system or a neighbour in the subsector or sector, maybe a distant world with a historical connection |
| 6 | Powerful individual – an inquisitor, a cardinal, a relative |
Step 4: Ways and Means
The strength of the governor’s control over their world is determined by rolling D6-1. Each year the governor gains Power equal to this.
Campaign events can modify or change this value for specific years or permanently.

Alles?
