The Black Scarf
The shaktar renegade is known as the Black Scarf for the burnt and tattered remains of his ceremonial scarf partially fused with his body, his scales equally blackend by the explosive blast and flames that nearly consumed him after persumably being betrayed by fellow operatives. Shaktar authorities, while insisting that persecution of the Black Scarf is an internal matter allowing no outside interference, seem very ambivalent about bringing the renegade to justice. On the one hand, capturing or killing him is a matter of duty and honour for the shaktar. On the other, there is a lot of understanding being professed that Black Scarf is just following the dictates of honour and duty himself. Indeed, some reports suggest that the pirate’s band includes more than one of his former hunters, having dyed their scales and scarves in black themselves to proclaim their allegiance.
Notes:
I have this image in my head of a shaktar stepping under some sort of black oily tarry liquid streaming from a broken pipe, letting it run over his face and head, smearing his body with it, letting his scarf soak in it, before stepping out as a new enemy, implacable in his perceived righteousness.
Also, I wanted something else than just another eight moon band of some sort or other.
