As the Arrow Flies
After shooting this enchanted arrow, the archer is immediately transported to the point where the arrow landed.
Thoughts
D&D is more or less a placeholder for this. While I can very well imagine using this idea with D&D, it is so simple and straight forward (as an arrow?) that it can be transplanted to a whole host of other games without much work. Determining some sort of cost would probably be the most difficult aspect if that for some reason becomes necessary.

On DnD 5th edition the main mechanic to determine price would be the rarity. This feels to me like an uncommon or rare magic item. Not a common every day sight, but also nothing to rare or even the stuff of legends.
The second thing is if the magic charge is consumed when shooting the arrow, or if one arrow can take you for miles.
If the arrow can be used repeatable, you might want to think about if the archer needs to attune to the magic of the arrow.
Perhaps even both variants exist. An uncommon one-shot variant and a rare teleportation arrow which you first need to attune to to harness its power.
